The Government of Senegal has established education and training as a priority sector for human capital development, the second pillar of Senegal’s national development programme, or Plan Senegal Emergent (PSE). Thus, in 2012, after the evaluation of the Ten-Year Education and Training Programme 2000-2012, Senegal set forth a new education policy agenda for 2025, by issuing the Sector-wide Education Policy Letter in January 2013, and developing an education and training sector plan, the Programme for the Improvement of Quality, Equity and Transparency in Education and Training (PAQUET-EF) (2013-2025).
The evaluation of the first phase (2013-2015) of the PAQUET-EF revealed the need to incorporate into education policies the new directions of global, regional and national development agendas that have impacted the education system. These include the Agenda 2030 (Sustainable Development Goal 4), the African Union's Agenda 2063 and the West African Economic and Monetary Union (UEMOA)'s harmonized public finance framework. The revision of the programme was also based on the PSE, Act III of the decentralization of the National Congress on Education and Training, the National Consultation on the Future of Higher Education (CNAES), and the Environmental, Agricultural and Farming Census (RGPHAE).
After the most recent update, the documents constituting the PAQUET-EF (2018-2030) were reviewed through an external evaluation, according to the Global Partnership for Education (GPE)'s criteria, as defined in the Guide for the Evaluation of an Education Sector Plan (GPE/UNESCO, 2015). External evaluators then produced an interim evaluation report, including a number of recommendations for improvement of the revised PAQUET-EF. National authorities and partners have improved the PAQUET-EF documents accordingly, as presented in the "Memorandum of Consideration of the External Evaluation's Recommendations."
